Odisha Joint Entrance Examination (OJEE) has published a final merit list for admissions in MBBS/BDS, including 85% of quota seats in the state.

OJEE authorities have announced the final merit list for MBBS/BDS admission for the current session. More than 4200 candidates are qualified for medical counselling started on 20th July and will continue upto 30th September. OJEE will manage 85% allotment of MBBS/BDS seats in Odisha, while Medical Council Committee (MCC) under ministry of health and family affairs will handle 15% of all-India quota.

Qualified candidates of NEET-UG 2023 already have registered their names within Odisha state medical counselling. It is to be noted that only natives of Odisha are permitted for all MBBS/BDS state quota seats. On the contrary, candidates from other states can only be competent for non-resident Indian (NRI) quota seats.

OJEE will assign only 85% of the MBBS/BDS seats from dental and medical colleges in Odisha by leaving the remaining 15% to the all-India quota, assigned by MCC. Besides, these 15% seats are reserved for NRI quota within private dental and medical colleges.

OJEE Chairman, Praveen Kumar Kar stated that they will begin the counselling process for their part of medical seat from Tuesday by contemplating counselling of MCC. Final matrix for seats in medical colleges will be declared soon.

Odisha has 1800 seats from 11 state government medical colleges with 2 private medical colleges as well, while 500 seats of 2 universities. Therefore, OJEE is about to conduct counselling for 85% of 1800 seats for MBBS of 2 private medical colleges and 11 government colleges in Odisha.

State government will conduct admission for 100 MBBS seats at Saheed Renjo Majhi medical hospital and college at Bhawanipatna in 2023. This college already has got permission from National Medical Commission (NMC) for conducting admission for 2023-24 academic sessions.

Registration for NEET UG 2023 counselling is open now!

The Medical Counselling Committee (MCC) of the Directorate General of Health Services (DGHS) for medical courses for undergraduates oversees this counselling process. This counselling includes 4 rounds – 1st round, 2nd round, mop-up and stray vacancy.

New registrations for NEET UG 2023 counselling are mandatory before round 1 by using the same phone number and email id as used in the NEET examination form. 15% of state college seats with national institutes and AIIMS are needed to get filled up in this first round.

MBBS candidates should check and match the rank-wise cut-off of last year of various colleges for choice filling, while choice locking will be conducted within 26th July. Results will be announced on 29th July.

After allotment of seats, students may get admission to colleges. However, if the allotted seat is unfavourable, then they can book the seat and apply for upgradation in 2nd round of counselling. Students, who failed to fetch seats in 1st round, may continue for 2nd round of counselling from 9th August. As per marks gained in the NEET examination, students can get seats within 18th August.

Seats locking and applying for upgradation is available in the mop-up round as well, which is from 31st August and choice locking is within 5th September. Basically, it is for seats from considered universities and vacant seats. Results will be announced within 8th September.

Usually, fewer amounts of seats are remaining after the mop-up round for the stray round. No new registrations can be conducted within this round. Candidates should get registered in either of the 3 rounds to get to the stray round. The process for the stray round will begin on 21st September followed by choice locking and choice filling.

Students should be careful regarding the applicability of various caste certificates in state-level and all India counselling due to reservations at various state as well as central levels.

The National medical Council, NMC has stated in a release that the bachelor’s of science (BS) course in the Philippines is not equal to the MBBS course in India as it teaches subjects of biology that are similar to the ones taught in India in classes 11 and 12. The commission has also stated that medical courses in the foreign countries is not by any means equivalent to the MBBS courses and practitioners with the BS degree from Philippines are not eligible to practice medicine in India.

National medical Commission has issued a public notice where they have considered students who seeked a special dispensation or exemption prior to the issuance of Foreign Medical Graduate Licentiate (FMGL) Regulations 2021. The NMC of India has clearly stated that the BS and MD are two separate degrees in the Philippines.

“The BS course cannot be equated/included with the MBBS course. Therefore, after the publication of the gazette notification dated 18.11.2021 i.e. NMC’s FMGL Regulations 2021, the students who have already taken admission for any foreign medical qualification/course which is not equivalent to the MBBS course in India, cannot be treated as eligible qualifications for registration to practice medicine in India,” the commission stated.

Students enrolled in their MD courses prior to the publication of FMGL Regulations 2021 can still be considered, if they fulfil the prevailing eligibility criterion in the country the notice stated. The NMC of India clarified, that BS was a ‘bridging course’ for students wanting to join the research and development sector in the Philippines. It is a preliminary course that students have to study before joining the MD courses which are of 4 years duration after clearing the NMAT examinations in the foreign country.

The National Medical Commission of India elaborated that Graduate Medical Education Regulations 1997 stipulates that students have to qualify the NEET-UG exams to get a seat in a medical college for the perusal of the MBBS degree, and to be eligible for NEET-UG degree, one must have studied Physics, Chemistry and Biology in the plus 2 level. Hence students having studied science in the plus 2 level in India have nothing to gain by pursuing the B.S course in the Philippines, which is again a mandatory course for the students of the Philippines to take before enrolling for the MD courses there.

“The pattern is BS course followed by MD course, however, in the said BS course, the candidates are not being taught pre-clinical subjects like anatomy, biochemistry, biophysics, microbiology etc., rather they are being taught subjects like biology, psychology etc. which is equivalent to class 12th in India. Hence, BS course is a basic degree course prior to the starting of graduate/primary medical course in reference with Indian education”. “The same does not even qualify a candidate to be eligible for admission in MBBS course in India,” stated the National Medical Commission of India.

“The National Medical Commission, being the regulatory authority always endeavours to improve the quality of medical education and health care system in India and provides an equal and fair opportunity for individuals who aspire to study medicine and thereafter practice medicine in India. However, practising medicine involves the risk of human life, hence the Commission cannot compromise with the high standard and quality of medical education in India,” it stated.

MBBS programme to be expected to roll out by IIT Kharagpur with initial capacity of 50 students for the academic year 2021-2022. It will consist of OPD services with 400-bed super speciality hospital.

The hospital will work on a cross-subsidy model in a not-for-profit model. As per news report, 10% of the beds would be free and 65% of the beds would be charged as per the rates in the central and state health insurance schemes.

Professor Sriman Kumar Bhattacharyya, the officiating director, said: “We plan to start the OPD services this year. By early next year, we plan to start the indoor facilities in the first phase with 400 beds. Once the hospital is operational, we plan to roll out the MBBS curriculum as per MCI guidelines.”

“The plan is the second phase is to scale it up to a 750-bed hospital and increase the intake capacity to 100 MBBS students,” Bhattacharyya added. He said, “IIT Kharagpur will award the MBBS and postgraduate degrees, chart out the curriculum and manage the academic affairs while the day-to-day hospital management will be run by the special purpose vehicle floated under Section 8 of the Companies Act, 2013. The hospital’s board of directors will be headed by the IIT Kharagpur director and will include senior IIT faculty.”

The director said, “Traditionally in IITs, we first set up postgraduate departments. Once these are fully functional, we set up their undergraduate schools. But in medicine, we learnt, it must be the reverse. We need to introduce MBBS first and then offer postgraduate degrees. He added that health care data sciences or data analytics would also be one of the primary thrust areas as IIT ventures deeper into medical research. The institute is also setting up mobile hospital units to cater to the immediate neighborhood anticipating a heavy rush of people to the new hospital.

Indian Medical Council has designed a new curriculum for MBBS graduate from the current academic year. It gives high importance to the doctor-patient relationship.

The new syllabus will be designed by Attituded and Communication Modell in Medical Communication (ATCOM) and Medical Council of India.  The new MBBS (Bachelor of Medicine and Bachelor of Surgery) course has been designed in such a way that the new doctors will understand the subject and its ethics related to it.

Subjects to be Included in the curriculum:

  • 1st Year: What is a Doctor?
  • 2nd Year: Bio-Ethics
  • 3rd Year: How to communicate with the patients?
  • 4th Year: Medical Negligence and Death

“Nowadays patients have lost their faith on the doctors. Owing to which the incidents of attack on the doctors are rising. Patients and their relatives feel that doctors don’t talk to them at all. So, the change in the syllabus will help the students. Not only they will learn the theory, but also appear for the exam in this subject as well,” said Dr Anil Pachnekar, Vice President, National Working Group, Indian Medical Association.

As per WHO data, in 2014, around 600 doctors in 19 countries were attacked while they were at work.

Vice President M Venkaiah Naidu has favored teaching professional degrees like MBBS in Indian languages while batting for an educational system with greater emphasis on Indian history, heritage, and culture.
He was speaking at the valedictory of the golden jubilee celebrations of Hindustan Group of educational institutions here on Friday.

“I have always been impressing upon the need for children to be taught in their respective mother tongues in various states to underscore the importance of language,” Naidu said.

He said, “I look forward to the day when professional courses like MBBS are also taught in local languages.”

The education system must inculcate strong ethical, moral and humanistic values, he said.

The Vice-President said India was once known as ‘Viswaguru’ and knowledge seekers from all corners of the world flocked to centers of learning in the country, including Takshashila and Nalanda, in the olden days.

Such a scenario changed following foreign invasions and the British colonization, he said, adding the time has come for India to once again emerge as the global knowledge hub.

“The time has come for us to come out of the colonial mindset. This is possible only through proper education system with greater emphasis on Indian, history, heritage, and culture,” he said.

While acquiring knowledge from across the globe, students must remain rooted in India’s glorious culture, traditions, ethos and heritage, he said.
