The meeting will also be attended by renowned educationists, heads of statutory professional councils and directors of inter-university centres of the UGC. “The main agenda of the meeting will be digital initiatives in higher education and necessary measures for increasing research productivity of universities,” a senior UGC official said.

The agenda of the meeting besides discussing the action taken on recommendations made during the last Vice Chancellor’s conference on July 9, 2017 will be improving the quality of education by universities, best practices adopted in this regard and imparting vocational skills to students in higher educational institutions are also on.

“It would be an excellent opportunity to exchange ideas on significant academic issues. The detailed agenda will be sent to participants shortly. Meanwhile, we have also invited suggestions from them about issues of national importance which they feel should be discussed during the conference,” the official added.

Gehlot said in the letter that the circular discourages the constitutional provisions of strengthening the marginalized section of society. The bone of contention regarding this is a circular issued by UGC on March 5 which says that vacancies for SC/ST/OBC would be filled taking one department as a unit, and not the university.

Gehlot said, “Under the earlier reservation roster, when the university was taken as the unit, the SC/ST/OBC got reservations to some extent. But with the new roster, according to which the reservations will consider the department as a unit, there will be a decline in the number of SC/ST/OBCs as professors, assistant professors etc.”

He further added, “The number of these castes in teaching faculty will fall because under the new roster system — OBC will be eligible for reservation only at the 4th vacancy, SC on the number 7th vacant post and ST only the 14th vacant post.”

The counselling system will be interactive and target-oriented. Students, teachers and parents will be involved in the process of addressing students’ common concerns such as anxiety, stress, the fear of change or failure and homesickness.

According to the UGC, the system will bridge formal as well as communicative gaps between students and their institutions. The Commission has directed teacher counsellors, who are trained to act as guardians of students at the college level, to remain in touch with the students allotted to them, cater to their emotional and intellectual needs, and provide them career guidance.

Teacher counsellors are supposed to coordinate with the wardens of hostels and exchange personal details regarding students, such as their academic records and behavioural patterns, so that pre-emptive or corrective action may be taken.

The commission has also asked for student counselling centres to be set up at all esteemed universities and affiliated colleges. Students will be able to avail of the services of trained psychologists as and when required at these centres.
