Indian Institute of Technology, Guwahati, Indian Institute of Technology, Mandi and Indian Institute of Science, Bengaluru partnered to create a multi-institutional initiative to build up a ‘Climate Change Vulnerability Assessment for the Indian Himalayan Region Using a Common Framework.’

Such assessments are valuable for the administrative authorities, implementers, chief executive, funding offices and advancement specialists, to have a typical comprehension on vulnerability, empowering them to survey which state in IHR is more vulnerable, what has made them helpless and how they may address these vulnerabilities.

The Framework and the outcomes were exhibited on March 14th, 2019 during the National Workshop on ‘Climate Change Vulnerability Assessment for States and the Union Territories Using a Common Framework’ organised by IIT Guwahati and IIT Mandi with help from IISc Bengaluru, Department of Science and Technology (DST) and Swiss Agency for Development and Cooperation (SDC).

The 12 states incorporate Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Arunachal Pradesh, Sikkim and the bumpy areas of West Bengal in the eastern part and Himachal Pradesh, Uttarakhand, Jammu and Kashmir in the Western piece of IHR.

Featuring the effect of this project, Prof. Ashutosh Sharma, Secretary, Department of Science and Technology, Government of India, stated, “The adjustment to Climate Change is a synergistic effort between suitable utilization of innovation, a goal that produces policies, a change at ground level and drawing in the neighbourhood networks. These helplessness maps will assume an essential role in this effort.”

Talking about the significance of this venture, Prof. Timothy A. Gonsalves, Director, IIT Mandi, stated, “Being situated in the Himalayan Region, IIT Mandi is pleased to be a piece of this vulnerability evaluation exercise and a pioneer in innovation in this areas. The different research projects attempted by IIT Mandi address this vulnerability, peril and outrageous events in the Indian Himalayan Region.”

Understanding the high vulnerability of IHR, Government of India launched the National Mission for Sustaining the Himalayan Ecosystem (NMSHE). DST is coordinating the usage of NMSHE with help from the Swiss Agency for Development and Cooperation (SDC), under the Indian Himalayas Climate Adaptation Program (IHCAP).

Ms. Tamara Mona, Deputy Head of Mission, Embassy of Switzerland in India stated, “Switzerland, similar to India, has a long involvement in confronting the potential chances and dangers. Swiss national policy for climate change adaptation has been complemented by nearby government procedures; based on detailed and locally anchored risks assessment, maps and preparedness, plans and actions. The IHCAP project of SDC, in partnership with DST, is supporting the implementation of NMSHE in India with a similar approach”.

India has improved its showing in the prestigious university rankings of Times Higher Education Emerging Economies with 49 institutions making it to the list including 25 in the top 200. China remains the most represented nation in the annual 2019 listing, claiming four of the table’s top five positions with Tsinghua University topping the chart, according to the London-based Times Higher Education (THE), a global organisation that produces data, analysis and expertise on higher education.

Leading India again is the Indian Institute of Science (14th), followed by the Indian Institute of Technology Bombay (27th). However, both of them slipped back a place this year, largely due to increased competition.

The 2019 ranking comprises nearly 450 universities – expanded from 378 last year – from 43 countries, across four continents.

This year’s table presents a mixed picture for India, with several new entrants and high risers, alongside several institutions that dropped back.

India has increased its representation in the Times Higher Education Emerging Economies University Rankings with 49 universities in the list as compared to 42 in 2018, the organisation said. India has 25 universities in the top 200, a rise from 17 last year, it said.

The Indian Institute of Technology (IIT) Roorkee, however, scales 21 places – and into the top 40 – at 35th, thanks in particular to improvements in its research (volume, income and reputation) and industry income (knowledge transfer).

The Indian Institute of Technology Indore (61st) and the JSS Academy of Higher Education and Research (joint 64th) are the highest new entrants for India this year.

Savitribai Phule Pune University jumps an impressive 87 positions to joint 93rd, alongside the National Autonomous University of Mexico, with a rise in its research score, and a significant rise to its citations (research influence) score.

Meanwhile, Banaras Hindu University (BHU) and Amrita University both scaled this year into the top 150, while the Indian Institute of Science Education and Research, Pune and Indian Institute of Technology Hyderabad featured for the first time in this group.

Elsewhere, mainland China remains the most represented nation in the annual listing, with 72 institutions in total.Tsinghua University surpasses Peking University as this year’s top institution overall, while Zhejiang University rises three positions to 3rd, the University of Science and Technology of China climbs one place to 4th, with Lomonosov.

Moscow State University completing 2019’s top five.

Ellie Bothwell, Global Rankings Editor for THE, said: “Indian institutions have immense potential for success – not only on the emerging stage, but globally. But, while progress is clearly being made, other economies that previously lagged behind – such as Egypt and Malaysia – are starting to advance at a much faster rate”.

“Strengthening this will further elevate the nation’s global reputation for higher education, encourage important research collaborations and help attract international students,” Bothwell added.

A senior professor of the Indian Institute of Science (IISc), who was accused of sexual harassment by a doctoral student, has been instructed to take “compulsory retirement”.

The professor has been identified as Giridhar Madras, who was working with the chemical engineering department.

IISc Director Professor Anurag Kumar said the professor, who has been working at IISc for 20 years, was asked to leave after the institute’s governing council recommended disciplinary action against him.

The governing council’s verdict followed investigation by the institute’s internal complaints committee, which considered the harassment complaint filed by the student who was assisting the professor.

Giridhar Madras did not respond to any phone calls or messages.

The disciplinary action was directed under the central government service rules (Rule 11 of Central Civil Services Classification Control and Appeal Rules), which also govern disciplinary action against IISc employees for sexual harassment.

The profile of Giridhar Madras, which was on the IISc website a few days ago, has been removed by the authorities. With IIT-Madras as his alma mater, he has received many awards, including the CSIR’s esteemed Shanti Swarup Bhatnagar Award (2009), J C Bose National Fellowship, and the IISc award for excellence in research.

In 2015, another professor named, S Durgappa, was asked to leave from IISc on the basis of an internal probe of a sexual harassment complaint filed by another student.\

In its 2017 policy statement on preventing and prohibiting sexual harassment at the workplace, IISc said it “believes that all its students deserve an education without fear from discrimination and sexual harassment, in order for their education to be more effective and valuable… The institute will not tolerate any form of sexual harassment and is committed to take all necessary steps to ensure that its women employees and students are not subjected to any form of harassment.”

In the earlier week, IISc Registrar V Rajarajan and members of the council had said that the ‘process of disciplinary action’ had been set in motion, and would take some more time to finish.

On Wednesday  the Cabinet approved implementation of the ‘Prime Minister’s Research Fellows (PMRF)’ scheme which is going to offer fellowship for PhD programmes in IITs and IISc at a total cost of Rs 1,650 crore for a period of seven years beginning 2018-19.

The students who have completed or are in the final year of B. Tech or Integrated M.Tech or M.Sc. in Science and Technology streams from IISc, IITs, NITs, IISERs and IIITs will be offered direct admission in PhD programmes in the IITs and IISc under the Scheme.

“Apart from this, a research grant of Rs 2 lakh will be provided to each of the fellows for a period of five years to cover their foreign travel expenses for presenting research papers in international conferences and seminars. A maximum of 3000 Fellows would be selected in a three year period, beginning 2018-19,” said a government statement, announcing the Cabinet decision.

It said, “The scheme will go a long way in tapping talent pool of the country for carrying out research indigenously in cutting edge science and technology domains. The research under the Scheme will address our national priorities at the one hand and shortage of quality faculty in the premier educational institutions of the country, on the other.”
